PRINCE2 expects a 'product-based' or product-led approach to planning. This means that the deliverables (the things being produced) are identified. Once this is done the more familiar activity planning with techniques such as activity networks and Gantt Charts.
One benefit of product based planning is that it is also incredibly powerful for project control also.
The method works at three levels of detail in planning. A plan covers the whole project from the end of the Initiation Stage until the end of the project. More detailed stage planning comes just before the end of a stage when preparing for the next one. Lastly, a team plan for individual work assignments or Work Packages, where the stage plan does not supply enough detail.
This theme complements the quality theme by defining the steps required to develop an acceptable plan. In PRINCE2 plans are matched to the needs of the personnel at various levels of the organisation and are the focus for communication and control throughout the project.
